A democratic challenge – reviewing, informing and communicating
SKB, Swedish Nuclear Fuel and Waste Management Company, has the responsibility of managing Swedish nuclear and radioactive waste. In June 2009 SKB decided to apply for a permit to build a final repository at Forsmark in the municipality of Östhammar.
As a result the municipality of Östhammar has reinforced its organization in order to review all documents and follow the whole process of the application. A review organization has been formed and the local council has appointed three committees with specific assignments. Each committee consists of a chairman, a vice chairman and members representing the political parties in the municipal council.
The three committees are:
• A Long Term Safety Committee – focusing on long term safety issues.
• An Environmental Impact Committee - focusing on environmental impact issues.
• A Reference Committee focusing on informing and communicating about the process and important issues both to the local council as well as the public. Every political party in the local council has at least one representative, local organizations and interest groups are invited to participate as well as neighbouring municipalities.
Four civil servants - a working unit with special expertise are assigned to work full time with the question of a final repository in Östhammar. We also consult independent expertise, such as geologists and biologists and other experts in long term safety and environment.
